Developments
Projects currently under development are as follows:Bridgeport
Areyto Apartments: a 20-unit permanent supportive housing project that Alpha Community Services of the CCCYMCA and Fairfield 08 are creating in partnership with the Chemical Abuse Services Agency, Inc. (CASA). This project began construction in January 2007. We anticipate occupancy in August 2008.Boston Avenue: the CCCYMCA is considering converting 6 units of transitional housing into permanent supportive housing. The YMCA is in discussions with the City of Bridgeport in regard to getting a long-term lease on adjacent land. They are also in the process of pulling together a development team for the project.
Clinton Avenue: Alpha Community Services and the CCCYMCA currently own 4 buildings, with 6 units in each, which serve low-income families. Plans are to renovate all 24 units and convert them into permanent supportive housing. ACS and the YMCA are currently considering a proposal from POKO Development to acquire the property and preserve its affordability with the YMCA as co-developer.
Downtown Bridgeport Phases I and III: Fairfield 08 is working with Urban Green Builders to set aside 25 units for permanent supportive housing within a 230 unit mixed-income project. The project will be owned and managed by Urban Green Builders with supportive services provided by Alpha Community Services. The project is seeking 9% and 4% Low-Income Housing Tax Credits (LIHTC) in conjunction with bond financing.
Jessica Tandy: is a 6 unit permanent supportive housing project designed to serve families affected by HIV/AIDS and/or have dually diagnosed disorders, mental illness and substance abuse. Funding is in place from HUD-SHP, CT Department of Social Services and City of Bridgeport HOME funds. Alpha Community Services will provide supportive services. Project Based Section 8 vouchers will be provided by the Bridgeport Housing Authority. Ground-breaking is expected this summer.
Reservoir Street: POKO Development is developing 30–40 units and is in discussions with Fairfield 08 and Alpha Community Services about partnering on the project and creating permanent supportive housing.
Washington Park: the CCCYMCA is in the process of rehabilitating 36 units of affordable housing, which they own, in order to convert them into permanent supportive housing. The project has $600,000 from the Housing Development Fund and the National Equity Fund. Twelve Section 8 vouchers have been secured through the Bridgeport Housing Authority; an application for 24 more vouchers is in process. The YMCA is currently applying for support services funding.
West Avenue: Paul Vinimi, a private developer, is partnering with the CCCYMCA and the Veterans Administration to build 14 units of permanent supportive housing. Bridgeport Housing Authority has agreed to provide Section 8 subsidies for the project.
Fairfield
Scattered Sites Project: Operation Hope and Fairfield 08 are currently analyzing several possible sites for permanent supportive housing. The target population for 12 of these units will be families who are at risk of becoming homeless; the remaining will serve single adults. Operation Hope has already secured a $100,000 private donation for the project. OH will be the supportive services provider for all units once completed.Stamford
Antares: is developing 4,000 units of housing as well as retail and hotels in the South End. By local regulations Antares is required to set aside 10% of their housing as affordable units. St. Luke’s LifeWorks is negotiating with Antares to develop 100 units of permanent supportive housing to help them meet the inclusionary zoning requirements.Woodland Campus: is located in the South End. The project will include approximately 40-50 permanent supportive housing units. St. Luke’s LifeWorks operates two programs at this location and will continue to provide supportive services after the redevelopment is completed. St. Luke’s is looking to expand their successful permanent supportive housing program by renovating and constructing new units. St. Luke’s has secured a $1.7 million gift from the Highgrove Condominium development and in turn has committed to build 22 units of affordable units. Currently an extensive master planning exercise is underway to determine the best use of all their assets.
Westport
Westport Rotary Centennial House: is Interfaith Housing Association (IHA)’s 6-unit permanent supportive housing project on 10 West End Avenue for both individuals and families. Funding has been secured from CHFA’s Next Steps program along with rental assistance from the CT Department of Social Services and support services funding from the Department of Mental Health and Addiction Services. Construction will be underway this summer with occupancy anticipated in late spring 2009.Linxweiler House: is IHA’s transitional house on the Post Road to be converted to between 8 and 12 units of permanent supportive housing. This project has received pre-development funding from the Corporation for Supportive Housing and is in the very early stages.
Hales Court: is the Westport Housing Authority (WHA)’s project consisting of 77 affordable and permanent supportive units. WHA has applied for Low-Income Housing Tax Credits to fund construction and will utilize PILOTS funding to provide support services for 10 units. Upon completion, IHA will be the social service provider on this project.
Norwalk
Fair Street: Building and Land Technology (BLT), a private large commercial developer, has taken over a failed PILOTS project and is 70% completed in developing 57 units just off Route 7. The developer is committed to turn these units into affordable and supportive housing and has asked Fairfield 08 and IHA to partner with them in converting this development into permanent supportive housing. LBT has applied for Low-Income Housing Tax Credits and is currently working on their submission for the current round of Next Steps funding.
